Scheduled service jobs appear start but not patch. But we get the emailed reports with no problem. We are able to get the jobs to run in some cases but are doing something to cause them to get stuck in a queue process.
When reviewing the reports we see mostly “Queued local downloader” or “Queued” at the top of page.

We RDP to the server we have BP running as a service with our individual domain admin accounts. (company policy) and then shift right click BP and run as (service account name and password).
The schedule is set to run standard job queue.
We are running BP as a service on three servers and each are set to cached-mode/offline-mode and Enable Task Scheduler on startup. We are seeing this issue on two of the BP servers and the third is having an issue with the proxy to MS to download the patches.

I have put some of the lines from the report/s at the bottom of this post. Note that we see old dates and data and this can be confusing. See first suggestion. It might be better to email or upload larger reports to you.

Been more careful to not log in with the same service account at the same time.
Double check each others scheduled jobs.
Reinstall the services. Worked with the first .bps but not after we added more.
Removing bps files that are not being used over the next couple of days.

We will test this on the newest version of BP this Thursday. (With reinstalling the service)
Set a schedule to reboot or restart the BP server or service on a daily bases.
Testing each with only one bps file to see if there is a pattern.
Avoid using BP on that server as user other then the service account.

Add to the job queue section a way to clear the column contents.
Show in the top bar the integrated security username that is being used during the session.
When we highlight rows that all have the same task scheduler referenced time, date, and recurrence that is populate the field so that we can make a modification rather then starting from blank.

We have noticed that when that happens, it usually happens in all* rows of a bps file. The same scheduled job is ran in many other bps files with no issue.
*With the exception of a row that has a scheduled notification email sent much later.
